Levels and training
Level 2 and 3 pay more and wear less. Level 2 costs gold; level 3 costs gold and CONVOY, whose list price also counts as power.
Vehicles have three levels and couriers three levels of training. A higher level pays more and, for vehicles, wears less. Level 2 costs gold. Level 3 costs gold and CONVOY together, needs the pack, and its CONVOY part also becomes power, at its list price.

The tip bonus is relative: a courier with a 15% tip chance at +14% tips on about 17% of drops. Each step is bought on its own, so level 3 needs level 2 first.
What a step costs
A step costs its share of the asset's price in gold. Level 3 also costs CONVOY: the same amount counted at 0.000001 ETH a goldand paid at the current rate. Both are charged together, so you need the gold and the CONVOY. That keeps levels cheap next to the asset itself.

Where the CONVOY goes
A level is split like an item: 60% to the live share pool, 10% to the season pot, 10% burned and 20% to the treasury. Its list price (1,000 PWR per 0.0005 ETH) is added to that vehicle's or courier's power for as long as it works. Only the CONVOY part of a level is split and counts as power; the gold is spent inside the game.
